Three-day round-table initiative brings government, industry and experts together to create implementation roadmaps for 2026–27 budget priorities
Kerala is taking a more structured approach to converting major policy announcements into executable projects with the launch of ‘Reimagining Keralam’, a three-day series of round-table conferences scheduled from September 16 to 18.
The initiative will bring together ministers, senior bureaucrats, industry representatives, domain experts, regulators, knowledge institutions and funding agencies to develop implementation pathways for flagship programmes outlined in the state’s 2026–27 budget.
Rather than treating project development as a series of disconnected departmental exercises, the initiative seeks to establish a common framework covering project scope, ownership, institutional arrangements, resources and implementation strategy. This could be particularly significant for large, multi-stakeholder programmes spanning infrastructure, industry, technology and social sectors.

The discussions will cover infrastructure and connectivity, maritime and port-led development, aviation, industrial corridors, energy and renewables, urban development, higher education, health and life sciences, space, AI and the digital economy, tourism and the creative economy.
A key outcome will be a Draft Project Scope Document for each programme. These documents will subsequently move to the concerned nodal departments for approval before becoming the basis for Terms of Reference, RFPs, feasibility studies, Detailed Project Reports and consultancy engagements.
The approach also aims to reduce duplication by bringing technical and consultancy requirements into alignment at the project-scoping stage. For a state pursuing multiple transformational programmes simultaneously, such coordination could help shorten the gap between policy announcement and project execution.
A consolidated monitoring mechanism will track milestones across the portfolio, with the Programme Committee periodically reporting progress to the Chief Minister and Chief Secretary.
The initiative therefore represents more than another consultation exercise. Its success will depend on whether the proposed governance framework can translate cross-sector deliberations into clearly owned projects, measurable milestones and sustained execution.
