MeitY Expands Mandatory Registration Norms to Standalone Hard Disk Drives

New BIS compliance requirements for standalone HDDs to come into effect from November 5, 2026

The Ministry of Electronics and Information Technology (MeitY) has amended the “Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021,” bringing standalone hard disk drives (HDDs) under mandatory registration requirements.

According to the notification issued in the Gazette of India on May 5, 2026, the amendment substitutes the entry at Serial Number 50 in the schedule with “Standalone Hard Disk Drives” under the applicable Indian Standard IS 13252 (Part 1): 2010, which relates to safety requirements for information technology equipment.

The revised order clarifies that USB-type external hard disk drives will continue to remain governed by the existing notified provisions. However, all other standalone HDDs will now fall under the Compulsory Registration Scheme (CRS) requirements from November 5, 2026.

The move is aimed at strengthening quality assurance, safety compliance, and standardization across electronic storage devices sold in the Indian market. Industry experts believe the amendment could impact manufacturers, importers, and OEMs dealing in storage hardware, requiring them to obtain certification from the Bureau of Indian Standards before market deployment.

The notification was issued under the powers conferred by the Bureau of Indian Standards Act, 2016, and signed by Asha Nangia, Scientist ‘G’, IPHW Division, MeitY.

This latest amendment continues MeitY’s broader push toward tighter regulatory oversight and standardization of electronic and IT hardware products in India under the compulsory registration framework.
